Built in 1846, toward the end of the Greek Revival period, the Portsmouth Courthouse served both Norfolk County and the town of Portsmouth. The designer was St. Louis architect, William Singleton, who was a native of Portsmouth. The old Portsmouth Courthouse is now the Portsmouth Art and Cultural Center, part of the Downtown Portsmouth Historic District, which was added to the National Register of Historic Places in 2004. As the Courthouse Galleries, the stately old building is now a center of cultural activity and historic tourism in Portsmouth's Historic Olde Towne. The Garden Club of Virginia restored the nineteenth-century brick yard, suitable to a courthouse, with shrubs and garden beds along the iron fence.
